依照《深圳经济特区政府采购条例》第二十一条规定情形，力学系散热风扇噪声预测与设计软件定制开发采购项目采用单一来源方式采购，为保证本次采购活动的公平、公正、公开，现对上述事项进行公示。

二、采购项目描述

采购内容：本项目针对散热风扇气动噪声降噪设计需求，拟开发一套气动噪声预测与设计软件。相比通用商业流体计算软件，该软件是基于物理机制建模获得的预测方法，能基于风扇几何与流动参数输入，快速预测风扇噪声，从而可用来开展风扇本体与声衬声学优化设计。

四、申请理由及相关说明

散热风扇噪声预测与设计程序，是开展风扇本体与声衬声学优化设计的必备工具，是一个复杂的气动与声学交叉课题。该程序的开发以风扇降噪技术需求为牵引，基于理论方法进行物理建模，同时基于实验数据进行标定。采用该程序，给定风扇几何与流动参数，可对散热风扇噪声进行快速工程预测，适用于风扇低噪声设计初中期大量的参数优化设计。该软件具有重要的应用价值，但同时交叉性、专业性强。针对本项目技术需求，目前国内外均无成熟商业软件可直接采购，需要项目团队开展定制研发工作。

北京银景科技有限公司是数据可视化、虚拟仿真及专业工程分析软件专业公司，与比利时Barco公司、德国ART公司、美国ANSYS公司（专注于虚拟工程可视化）、美国CEI公司（计算数据可视化平台）、法国Haption公司、法国Techviz等公司建立了战略合作伙伴关系，为公司产品和解决方案的推广提供了强有力的支持。客户已遍及汽车，铁路，机械，航空航天，兵器和高校各行业领域，为逾四百大中型企业客户提供优质服务。该公司具备开展本项目散热风扇噪声预测与设计程序定制开发的技术基础和代码基础，并有条件和技术能力完成本项目各项技术研发与应用服务工作。因此，本项目拟采用单一来源方式从该公司采购。
